Why We Flush Water Mains
United Water's flushing program is run every six months to ensure that our customers receive the highest quality drinking water. Flushing is one of the most powerful tools available to water utilities for maintaining distribution system water quality. It is part of a comprehensive 3-step approach to treating water to meet all safe drinking water standards starting at the water’s source, during the treatment process and finally in the distribution system. Flushing also enhances fire protection by ensuring that hydrants are in working order throughout the neighborhoods we serve.

Employee Identification


You will recognize our United Water employees by the photo identification badge they wear on their blue uniforms. The badge includes a color picture of the employee along with their name, signature, and the date the card was issued. We encourage you to ask to see the ID badges of our employees to verify that the person with whom you are dealing is a United Water employee. Customer Bill of Rights

“Your Rights and Responsibilities as a Utility Customer” is a booklet that explains United Water Pennsylvania’s billing, credit, dispute handling and termination practices. If you would like this booklet, please call us and we will send it to you.

As a residential utility customer you have the right to know:

  • how to tell if your bill is too high
  • how to question or disagree with your utility company
  • when you may have to pay a security deposit
  • that you may have to pay for utility service, even after you move
  • when your utility bill is estimated
  • that you can be your own meter reader
  • what to do if you cannot pay your utility bill
  • when your utility service can be shut off
  • about penalty charges for late payment

You also have the right to:

  • receive water that meets federal and state quality regulations
  • a prompt response to your questions or concerns
  • courteous service

Customer Billing

The average residential bill for a United Water Pennsylvania customer is about $328 annually. This estimate is based upon usage of about 5,000 gallons of water per month. The Pennsylvania Public Utilities Commission approves service charges that are fair for both the customer and our company. Charges for water service cover our costs for collecting, treating, testing, delivering water and maintaining our system. These charges also include items such as labor, electricity, chemicals, taxes, depreciation and interest expenses and a reasonable return to shareholders.

    You can pay your bill online by credit card or electronic check payment through Western Union Speedpay. There is a $3 convenience fee associated with this service. Choose from these convenient payment methods:

  • You can pay electronically, through our ZIPCHECK program. It's free and easy. We will automatically debit your savings or checking account on the due date for the amount of the bill.

If you're moving, please call us about one week in advance. If you're an existing customer we'll prepare a final bill. If you're a new customer, we'll open an account in your name. A deposit may be required to open a new account.


The Pennsylvania Public Utilities Commission (PUC) is the state agency that ensures that all utilities provide safe, adequate and reliable service at a reasonable cost. You can bring your concerns to the PUC at any time. However, if you have a question about how we operate, we'd like you to call us first.
