The average residential bill for a family of four is about $525 annually without applicable surcharges.This estimate is based upon usage of about 2,700 cubic feet (20,200 gallons) of water per quarter. You can pay your bill at our customer service center, by mail or at participating branches of the Bank of New York in Rockland County. At United Water we believe it's important for our customers to be well informed on a variety of water-related issues. We can speak to your organization on topics such as water quality, water conservation and xeriscape (conservation) gardening. We read meters quarterly or monthly depending upon the size of the meter. We have other means of reading your water meter that do not require manual meter reading. You don't have to wait for a meter reader and you get an actual reading every time. If you don't have an Automatic Meter Reading (AMR) system, a meter reader must read your meter so we can send you a bill based on actual consumption. The PSC requires that we read your meter at least every six months. We'll make every effort to do so at your convenience. If we can't read your meter as required, you will be charged $25 per quarter until we get an actual reading. If you would like to have an AMR system installed, or if you need additional meters, please call our customer service center at 877 426 8969.
If you're moving, please call us about one week in advance. If you're an existing customer we'll prepare a final bill. If you're a new customer, we'll open an account in your name. A deposit may be required to open a new account.
The New York Public Service Commission (PSC) is the state agency that ensures that all utilities provide safe, adequate and reliable service at a reasonable cost. You can bring your concerns to the PSC at any time. However, if you have a question about how we operate, we'd like you to call us first at 1 877 H2O UWNY (1 877 426 8969). If you're not satisfied with our answer you can call the PSC at 800 342 3377. You can also write them at New York Public Service Commission, Consumer Services Division, 90 Church Street-4th floor, New York, NY 10007-2919. If you have an emergency and you can't reach us, you may call the PSC emergency hotline at 800 342 3355.
The New York Public Service Commission approves rates that are fair for both the customer and our company. Charges for water service cover our costs for collecting, treating, testing, delivering water and maintaining our system. These charges also include items such as labor, electricity, chemicals, taxes, depreciation and interest expenses and a reasonable return to shareholders. A summer-winter rate schedule is in effect at United Water New York. Higher summer rates help promote water conservation during warm weather months. This also helps delay the construction of a costly new water supply project. Without summer-winter rates, the rate for water service would be higher during the eight-month winter period and the rate for water service during the summer period would be lower. Depending upon your seasonal usage, you would still pay about the same for water service on an annual basis. However, the important reminder to conserve water during the summer would be lost. If you need an existing water service line relocated or an enlarged or if you need a new water service line installed, please call our New Business Department at 877 426 8969. For all new subdivisions, we'll need a complete set of drawings. For a new commercial building, we'll need two copies of the survey. If you need a new service line to a new or existing house, we'll need one copy of the lot survey (plot plan). We'll provide you with the necessary plumbing specifications as well as the forms you need to apply for water service. A private water utility must be authorized by the state to provide service to its customers. This is done through a tariff that defines how and where the utility can operate. The New York Public Service Commission is the state agency that regulates how we do business. They also maintain jurisdiction over the terms and conditions of service. This includes rates and charges, initiation and termination of service, billing arrangements and many other items related to how we operate. Taking these steps now can spare you from being left without water or having to incur expenses for plumbing repairs or damaged furnishings.
As a customer, it's your responsibility to protect your underground service lines, your indoor plumbing and the water meter from freezing. It's also your responsibility to thaw or repair any damage to equipment on your property. United Water is responsible for making repairs to the service line from the water main to the property line.
